ICAN Marbella 2012 Rules and Regulations
1. General
The competition will be refereed and regulated according to the Spanish Triathlon Federation (FETRI), who must approve the official results of the competition.
2. Participation and insurance
Participation in Marbella ICAN 2012 is open to all people, whatever their nationality, gender, licensed or not and year of birth in 1994 or earlier. Each participant is part of the race individually. Under his responsibility should know if you have the physical and conditions for the disciplines of the different segments that form the race. Participants will be covered by insurance of federation and liability insurance contracted by the organization.
3. Security and medical care
The organization ensures the security and medical care during the race. This requires to be federated or acquire a temporary license for a day.
4. Distances of competition:
The three courses of ICAN Half Marbella are:
Swim: 1.9 km. starting and ending in Puerto Banús en Avenida de las Naciones Unidas. One-loop clockwise course.
Cycling: 90 km starting and finishing in Puerto Banús en Avenida de las Naciones Unidas. Two-loop course.
Race walking: 21 km. starting and finish line in Puerto Banús en Avenida de las Naciones Unidas .Three-loop course.
5.Race numbers.
1.The athlete is responsible for their own equipment and must verify that their properties comply with this regulation. In addition, you should use, unmodified, all race numebers and identification elements provided by the race organizer and approved by the Technical Delegate.
2. Body marking as directed by the responsible official in this area.
3. The race numbers must be clearly visible when its use is mandatory. They can be cut or bent. Their use in different segments are regulated as follows:
Swimming: Should be left in the transition area for control. Therefore it is not allowed to introduce the race number into the water.
Cycling: It is mandatory to use and should be visible on the back of the athlete.
Running: It´s use is mandatory and must be visible in the front of the athlete.
4. The athletes can not compete with bare torso except for the swimming segment. At all times the torso will be adequately covered. The two straps of the garment that covers the trunk must be properly placed on the shoulders.
5. The athletes carry visible identification sticker on the bike (back of the frame or seat post) and the helmet on the front and sides.
6. Start
1. All participants must be screened out before the swimming segment.
2. All competitors must be equipped with swimsuit, swim cap , race number marked in the arm and the Race Chip assigned for timing in his/her ankle during the entire competition.
3. There will be a swim warm up area.
4. Race start 8:30 a.m.
5. Swim cut-off time is 09:30 a.m. Participants who do not make the cut-off time will be disqualified.
7. Swimming
Rules & Instructions
1. Athletes must wear a cap provided by ICAN .
2. No fins, gloves, paddles, or flotation devices of any kind are allowed.
3. No Aqua socks (neoprene booties) .
4. Swim goggles or facemasks may be worn.
5. No individual paddlers or escort allowed. The course will be adequately patrolled by boats, canoes and paddleboards.
6. Any assistance required during the swim will result in disqualification if forward progress was made. Special provisions are made for PC athletes. Course officials and medical personnel reserve the right to remove athletes from the course if determined medically necessary.
7. Use of wetsuits in accordance to the rules of the Spanish Triathlon Federation.
Wetsuit Rules:
- Wetsuits cannot measure more than 5 mm thick.
- Wetsuits may be worn in water temperatures up to 23 degrees Celsius.
- Athletes over 50 years old are always allowed to use a wetsuit regardless of the water temperature.
8.The triathletes who do not follow the official route or not properly passed by the buoys will be disqualified.
9.Triathletes must leave the water in the area marked by the organization towards the timing control mat. Besides being a safety measure, is the way to control the race timing.
8. Transition 1 (swim-bike)
1. It should enter the transition zone along the route defined by the organization.
2. All participants shall place allowed equipment only in the properly designated and individually assigned bicycle corral and shall at all time keep their equipment confined to such properly designated areas. Any violation of this Section shall result in a penalty. Swimming gear should be placed inside your Bike Bag.
3. Nudity not allowed , use the changing tent.
4. The helmet strap must be snapped in the transition area immediately prior to beginning the bicycle course. Race number must be visible and placed on your back.
5. You may only ride your bike after passing the Mount Line . Riding inside the transition area will result in a penalty (yellow card).
A participant must reduce cycling speed to an acceptable and safe level when exiting and entering the transition area. Failure to do so shall result in a penalty (yellow card).
6. It is forbidden to receive outside help during the transition area. No participant shall impede the forward progress of another participant or interfere with another participant’s equipment while in the transition area. Any violation of this Section shall result in a penalty, unless such obstruction or interference renders another participant unable to complete the event, in which case the penalty shall be disqualification.
9. Bike course.
1. During the entire segment the race number must be visible on his back, placed with safety pins or race elastic band. Not written on the back or made any modifications on it.
2. Helmet race number should be placed on the front. Bike race number has to be visibled placed in the bike frame or seatpost.
3. All participants shall wear a helmet that must meet a safety standard certification.
4. Chin Strap Violations. The helmet must be fastened before the participant first mounts the bicycle, at all times when the participant is on the bicycle, and must not be unfastened until the participant has dismounted. Any violation of this Section which occurs while the participant is in the transition area shall result in a variable time penalty. Any other violation of this Section shall result in disqualification. This Section shall be enforced at all times while at the event site on race day.
5 .Any unusual equipment will be subject to inspection and validation by the judges of the race.
Illegal Equipment. Any participants who any time uses, wears or carries a headset, radio, headphones, personal audio device shall be assessed a penalty (yellow card).
6. The triathletes should always ride on the right side of the road unless overtaking other rider.
7. Position Fouls. In accordance with the Rules as set forth in this section, a participant is not permitted to position his bicycle in the proximity of another moving vehicle so as to benefit from reduced air resistance. While on the cycling course, participants shall not work together to improve performance, efficiency, or position by teamwork or other joint conduct. A variable time penalty shall be imposed for any violation of this section.
8. Triathletes must move independently while maintaining a distance of 7 meters in the direction of the race and 3 meters along side with the other runners. A given reference is to the rear wheel of the bicycle that goes ahead and to the front wheel of the rider behind.
9. The overtaking maneuver during which he is allowed to enter the drafting zone lasts 15 seconds. If after that time there has been no advancement is considered to have violated the rule. You can skip this rule for safety reasons, at the entrance and exit the transition area or in sharp turns and provisioning. A triathlete must advance quickly leave the drafting zone. Any violation of this rule will result in a yellow card, which means a penalty stop for 5 minutes in the penalty area.
10. During the bike ride is not allowed outside assistance that promotes the advancement of the racer. Participant is required to reject any attempt to help, encouragement and monitoring progress. Otherwise will be punished.
11. Competitors are responsible for repairing and maintaining their own bikes using only their own tools. Receiving any assistance other than by the race organization is grounds for disqualification. There will be a bike mechanic service car along the bike course.
12. All participants must obey all traffic laws while on the cycling course unless otherwise specifically directed by a Triathlon official, race monitor or designee with actual authority
13. Participants shall not make any forward progress unaccompanied by their bicycle. If a bicycle is rendered inoperable, a participant may proceed on the cycling course, running or walking, while pushing or carrying the bicycle, so long as the bicycle is pushed or carried in a manner not to obstruct or impede the progress of other participants. Any violation of this section shall result in disqualification.
14. Bike cut-off: 1:00 p.m. (13:00 H) at the end of the bike course.
10. Transition 2 (bike – run)
1. The athlete dismount the bike before passing the dismount line. Here are directed to their assigned area to leave his bike in the racks.
2. The athlete must head to the changing tent after grabbing his Run Bag , where he has to put his cycling gear (helmet ,etc) .
3. You may be assisted by race volunteers to help you on the changing tent.
11. Running Course.
1. All athletes must wear the race number clearly visible on the front , fitted with safety pins or rubber band.
2. Permitted Conduct. A participant must run or walk the entire portion of the run course. Except for reasons of safety and when no advantage is gained, all runners shall follow and remain within the prescribed course.
3. Knowledge of the Course. The responsibility of knowing and following the prescribed course rests with each participant.
4. Permitted and Illegal Equipment. Any participant who at any time wears or carries a headset, radio, headphones, personal audio device, or any other item prohibited shall be subject to a time penalty. Glass containers are prohibited.
5. The athletes must always move forward on the right side of the course.
6. The cut-off time is at 4:15 p.m. (16:15 H).
12. Penalties and disqualification
Race Officials will have different cards for different penalties:
Yellow Card
Serves as a warning and involves a behavior change immediately. Yellow card will be cause: A bad position at the start, riding a bicycle in prohibited areas, wear the helmet without buckling in the transition zone, be accompanied by another person, place the bike correctly and other objects in the transition zone , unsportmanlike conduct , blocking the way to the other runners, crossing the transition line on the bike, use a shortcut with the possibility of returning to the official point of the route, running without top , so bring the dorsal Incorrect or defective equipment or clothing inappropriate to carry, use portable music players, mobile phones or radio.
If an athlete receives a yellow card will make a stop for 5 minutes in the penalty box located contiguously to the transition zone.
Penalty marking. For any first violation, the race official shall apply a visible diagonal mark across the face of each race number worn by the penalized athlete. For any second violation, or for any violation which results in disqualification, the race official will apply a second visible diagonal mark across all the athlete’s race numbers resulting in an X shaped mark.
Penalty Area Conduct. While in the Penalty Area, no athlete shall dress, undress, change uniforms, or adjust any race equipment. Running shoes may be worn into, but shall not be carried into the Penalty Area. While in the Penalty Area, no athlete shall accept any form of aid or assistance, including food, drink, or equipment, from any other person, including race officials. Any violation of this Section shall result in disqualification.The triathlete is responsible to appear at the next point penalty or penalty box. Failure to meet this regulation results in disqualification.
If the athlete receives a second yellow card must comply with a second penalty of 5 minutes in the penalty box area. A third card regardless of color would a red card which means the disqualification.
If a penalty is given on the run course , the athlete will receive a 5 minute penalty over his official race time.
Red card
Involves the immediate disqualification from the race. May be due to: clearly unsportsmanlike behavior, inappropriate attitude to race officials, any type of aggression, not to accept the rules and directions of officials, not wearing the race number, using a shortcut, technical assistance or external, not respect the rules of the road race, drafting clear.
13. Doping Control
13.1 There doping tests among athletes who finish in positions involving the receipt of cash prizes.
13.2 The entry in the ICAN Half Marbella implies consent to undergo such tests if appropriate doping.
14. Complaints and appeals
14.1 It is possible to appeal a disqualification and the official results of a test. The protest can be written only in terms of a possible violation of rules by judges, not the judges’ decision is in itself a (de facto) incorrect.
14.2 The protests will enhance written in English or Spanish
14.3 The period of implementation of protests during the race day lasts until 18:30. The next day may be from 9:00 to 10:00. In the information center ICAN, upon payment of a deposit of 50 € in cash. This deposit will be refunded if the protest is upheld.
15. Teams
15.1 The team classification is made by adding the times of the first three triathletes of the same Triathlon Club/Team on the overall individual classification .
15.2 For it is essential to register as a member of a club and being able to justify that owned by the federal license or assignment sheet. The top three teams receive a trophy and a gift by the organization.
16. Relay
ICAN HALF Marbella
16.1 The 2011 competition will be a relay mode. The rules governing this type is the same as for each of the three segments that make up the ICAN (swimming, cycling and running)
Specific legislation for the relay mode:
16.2 The registration is done through the registration form specific for this event.
16.3 The registration must be signed by all team members.
16.4 All team members must sign the signature control on the day of the competition.
16.5 Each segment (swimming, cycling, running) will be held by a single team member.
16.6 The control to be passed between different team members will be chip timing control, the athlete must keep the ankle chip at all times.
16.7 There will be a specific area to make the transition between members of the same team. You may not leave the area of relief until you put the chip in the ankle.
16.8 The dorsal and swim caps for the teams will be of a different color to individual participants.
16.9 Teams must communicate in advance that component will make each of the segments.
16.10 There is the possibility of teams of 2, which implies that one of the team members perform two of the three disciplines.
16.11 not distinguish the category of relief on the basis of gender of staff members.
16.12 trophies will be given to the top three relay teams.
